The Transfer Table Committee is chaired by a WYSA Representative with other members representing the 5 District Clubs. The Committee deals with all Inter-District Transfers for each season. Players are first placed by need of the Clubs (we need to make viable teams) and then player preference.

Players are not permitted to wear anything that is dangerous to themselves or other players. This includes any kind of jewelry, regardless of the material, such as: rings, bracelets, earrings, necklaces, or other visible body piercings are strictly forbidden and must be removed. Medical alert bracelets are permissible but must be either made of velcro or a similar soft material or covered with a sweatband.

The practice of taping jewelry is not acceptable (CSA Rule 10.3.5). WYSA did make provision for the removal of jewelry a few years ago by allowing (with permission of the Manitoba Soccer Association) a plastic retainer to be inserted in place of the jewelry for stretched ears.. 

The reason there needs to be a same gender team official on the bench is for safety and security. All teams must have at least one adult of the same gender as the players, as one of the team officials in attendance. This person, must be on the team bench and identified on all game sheets, and must not be a registered player on the team. Teams not having an adult of the same gender, will result in the game being cancelled and points defaulted (grace time will apply as with the players). The same gender team official is not required to have an identification card.

The first step in registering for soccer (indoor or outdoor) is determining which Premier Club or Community Centre you belong to - This is based on your domicile, and depending on where you live, you will need to register with your nearest Premier Club or Community Centre for that area. A guest player is a player who plays on another WYSA registered team that they are not registered with, but are registered with another team for that season. Please note, there are restrictions to guest players in order to uphold the competitive integrity of the league. 

Currently, the criteria to be eligible to act as a guest player is covered in our Rules and Regulations under 4.1 Guest Players. 

The process you need to be involved in is the Out Of Region Transfer. Individual players from outside the boundaries of WYSA must submit their requests to participate in WYSA’s Premier and Recreational programs to the Manitoba Soccer Association. Once approved by the MSA, the Winnipeg Youth Soccer Association will place the player based on their current domicile (just like all other WYSA players living in Winnipeg). However, there are a few exceptions to the placement map, which are as follows: St. Charles Soccer Association catchment also includes - Stonewall, Grosse Isle, Argyle, Woodlands, Warren, Headingly, Elie, St. Francis Xavier, Oakville, Portage La Prairie and Brandon.

For the Outdoor Season, these requests must be submitted to the Manitoba Soccer Association by January 1st.

For the Indoor Season, these requests must be submitted to the Manitoba Soccer Association by September 1st.

WHAT IS LONG TERM PLAYER DEVELOPMENT (LTPD)?

LTPD Is about putting the player first and offering age-appropriate opportunities for kids to enjoy the game of soccer. Making the game fun is key in teaching and coaching, so that players will continue in the game and may even coach or referee as they get older.  More specifically, LTPD is a model of athlete development that parallels what doctors and psychologists have long used to better understand human development: as a series of distinct stages, which takes us from infancy through to adulthood. A person's abilities, behavious and emotions, as well as their understanding of the world around them, varies from stage to stage.

Similarly, experts in sport science have identified seven stages of development — each with its own physical and psychological characteristics —that form the basis for LTPD. When young soccer players are able to train and compete in an evironment that's appropriate to their stage of development, they not only perform at their best, they also have more fun.

In order to accomplish this goal, the Winnipeg Youth Soccer Association (WYSA) with the District Clubs and Manitoba Soccer Association (MSA) and Canadian Soccer Association (CSA) has introduced changes designed to encourage more playing time for every player, enhance skill development, improve coaching and generally make the game more fun to play! Whether you dream of playing for Canada's National Team or simply want to have fun with friends, taking the right approach to the game when children are young sets the stage for a lifetime of enjoyment! As well, new and better coach education is a critical element of the Canadian Soccer Association (CSA), Manitoba Soccer Association (MSA) and Winnipeg Youth Soccer Association's (WYSA) new Long Term Player Development (LTPD) initiative.

An Inter-District Transfer is when a player transfers from one District Club to another for the current playing season and is only valid for that current playing season (a season is defined as either the indoor or outdoor season, therefore each calendar year has two (2) seasons). An Inter-District Transfer must be requested by the player/family to their current District Club Administrator and if approved, the player is then transferred by the Transfer Table Committee to the club with the greatest need for players. Please note while consideration is given to the player’s choice of District Club, the first priority is player need.

The reason there is a five (5) goal maximum is mainly for fair-play reasons. WYSA doesn’t want to degrade any teams by having the score being run up on them. Youth soccer is about the development and enjoyment of the game, and we feel that is a team is ahead by at least five (5) goals then they should work on aspects other than scoring goals.

In order to have a match rescheduled, you must follow the below process:

1) Contact the opposing coach (contact info available on the website under team contacts) and request that you need to rescheduled the match to a mutually agreeable date. You will need to select two dates. As you will need to forward the email communication to WYSA, it would be preferable to contact the coach via email.

2) Once both teams have come up with two possible dates for WYSA to reschedule the match to, contact Scott Dixon at leaguecoordinator@winnipegyouthsoccer.com with the email communication.

3) Upon receipt of said communication, WYSA will assign a field and referee for the match.

**U9-U12 Recreational teams please contact your District**

NOTE: All notices of match re-scheduling must be made to the WYSA no later than 48 hours prior to the match. Failure to do so will result in the match being defaulted.

While every effort is made to have a referee for each match, at times there are unforeseen circumstances that result in no referee. WYSA does not assign referees for matches. The responsibility for Referee assigning is managed by the home team’s District Club. If the referee fails to appear for a game or is unable to officiate due to illness or injury, then a qualified referee on site may replace them. Failing that, the teams are responsible to agree on an alternate to officiate. Both team coaches are responsible to come to a decision so that the game will be played.

Outdoor cleats are allowed at all venues except Gateway where they require indoor turf shoes.

For Recreational divisions, yes the match should still be played! Teams can use cones as the boundaries.

For Premier divisions, officials that have been assigned to premier matches will not be officiating matches on fields with no lines.

The lining of the fields is also the responsibility of the home team. Both the home team’s District and WYSA should be informed if a field is not properly lined or does not have proper goals.

Your registration is based on your domicile as of January 1 of that year. So if you have moved to a different part of the city, in December and are registering for the outdoor season, you will now need to register with your new District Club or Community Centre. If you moved in February and are registering for the outdoor season, you would still register with your previous Home Community Centre or Premier Club.

If you want a transfer back to the Club you previously played for, you need to request an Inter-District Transfer from your new Home Club or apply for an Open Transfer in January.

Starting the 2013 Outdoor Season, Open Transfer guidelines have been established for all WYSA players currently registered as Recreational, Developmental, or Premier, 9 years of age and older.An Open Transfer is a permanent transfer to another District Club for the purpose of playing in WYSA’s U9-U12 Developmental League or U13-U18 Premier 1&2 League only. This policy does not circumvent the General Council of Winnipeg Community Centres (GCWCC) family transfer process to permanently change your family Community Centre catchment for Recreational soccer.

Be sure to read the Open Transfer Policy guidelines which provides explanations to eligibility, the application period, placement process and conditions of placement. Additionally please note the reference to Article 9 Tampering, in the WYSA Rules and Regulations. Incidents of Tampering will not be tolerated and will be subject to significant sanction.

The application period for an Open Transfer is January 15 - 30 of each year. All applications for Open Transfer must be submitted to the WYSA Office before January 30 on the appropriate application form found here. It is the responsibility of the applicant to make sure that the application is received by WYSA office by the deadline. Incomplete applications and/or late Applications will not be accepted. There are no limits to the number of players who may apply for Open Transfer. Submission of an application does not signify placement. 

Out of Region players will also have the ability to apply for Open Transfers, but must first apply for an Out of Region Transfer into the Winnipeg Region through the Manitoba Soccer Association (MSA). Please note that the deadline for applications to the MSA for Out of Region placements is February 15th every year for the Outdoor Season.

The first point of contact for any issues regarding your child’s coach would be your District Club or Community Centre.

Outdoor season game cancellations for U9 – U12 Developmental Leagues, U13 – U18 Recreational Leagues, and U13 – U18 Premier 1 & 2 Leagues are administered by WYSA. In the event of an individual game cancellation, email notification will be sent to the teams. Please note, WYSA does not administer U9 - U12 Recreational Leagues - District Clubs will make the call for U9 - U12 Rec Leagues.

Notice of league wide cancellations (not including U9 - U12 Recreational Leagues) will be posted on the WYSA Website homepage.

If no notice is posted either on the website or or received via email, please attend to your match as scheduled. In the event that the field and/or weather conditions are unplayable, the referee has the authority to cancel a game at the field.

At this time WYSA does not offer any summer camps as they are typically run through the District Clubs. Please contact your District Club for information about summer camps and academies.

The process is called a “Youth to Senior Permit”. Please contact your District Club for information of how to get approval.

WYSA refers to the CSA Players Wearing Casts Policy . Knee and leg braces must be completely covered by a protective sleeve (e.g. Neoprene or similar material). The referee shall decide on all matters of safety.

The following information is only a guideline to how games are scheduled for outdoor season play.

The U9-U12 Recreational League season is administered by each individual district, so please contact them directly with questions pertaining to schedules and days of play. WYSA and the Districts will host the season ending Jamboree typically on the first weekend in July!

The U13-U18 Recreational League season typically kicks off the last weekend in April and runs until the last weekend in June. Depending on weather, all divisions will have 12-14 regular season matches from April to July. The Cambrian Challenge Cup (playoffs) will begin around the Labour Day weekend in September with the finals being played the last Saturday in September.

U13/U15/U17 will typically play Tuesday, Thursday and Sunday*

U14/U16/U18 will typically play Monday, Wednesday and Friday*

Make up matches may be scheduled on off days of play.

The U9-U12 Developmental League typically kicks off the last weekend in April and will run until the second week in July. The League will then break and resume after the August Long Weekend and run until the second weekend in September. WYSA and the Districts will host the season ending Jamboree on this weekend to wrap up the season!

Make up matches will be scheduled on Friday/Saturday

The U13-U18 Premier 1 & 2 League typically kicks off on the last weekend in April and runs to the thrid weekend in September. Each division will have 14-16 total regular season matches. Typical days of play will depend on the number of teams and out of town teams in each division.
